Construction of the Westport Water Pollution Control Facility Upgrade and related improvements

Phase I
  • Construct secondary clarifier complex, clarifier distribution box, UV and Parshall flume structure, post-anoxic/reaeration tanks, new outfall manhole and major electrical distribution equipment
  • Demolish septage blowers and odor control system in the basement of the septage and chlorination building
  • Install re-aeration blowers and associated piping
  • Construct sodium hypochlorite room and boiler room in septage and chlorination building
  • Construct 24-inch influent force main and meter vaults
  • Construct modifications to pump station No. 17 and connect to new 24-inch force main
  • Connect other two force mains from East to new 24-inch force main
  • Install scum piping
  • Install new RAS piping
  • Construct reactor effluent piping
  • Install temporary provisions to monitor alarms on completed systems
  • Conduct final testing on all tanks and equipment to make ready for start-up
  • Complete landscaping and final grade

Phase II

  • Demolish existing secondary clarifier complex, chlorine contact tank and Parshall flume structure
  • Demolish existing aeration tank effluent distribution box and seal channel opening to maintain operation of aeration tanks
  • Construct reactor No. 2, reactor distribution box and RAS distribution box and all facilities common to both reactors
  • Construction of new pump chlorination facility and demolition of septage and chlorination building
  • Install tee and valve on 24-inch force main
  • Conduct final testing on all tanks and equipment
  • Complete landscaping and final grade

Phase III

  • Construct/provide and coordinate temporary sludge thickening facilities; pump scum to septage tanks; provide temporary facilities for plant personnel during rehabilitation of control building
  • Demolish existing aeration tanks, primary clarifier complex and headworks
  • Construct new influent building and reactor No. 1
  • Perform rehabilitation work on control building
  • Install major electrical distribution equipment including switchgear, generator and fuel tank
  • Perform all modifications to sludge handling complex and waste and thickened sludge storage tanks
  • Construct new sludge loading area, storage building and modifications to odor control biofilter system
  • Conduct final testing on all tanks and equipment
